There are many factors that affect demand for service. The size of the resident population and non-resident population are the most significant components. Non-resident population refers to people who are in the area for work or leisure activities; workers at local businesses, patrons of local businesses, visitors at churches and schools. Liberty township includes the Town of Clayton, Cartersburg, Belleville and Hazelwood communities. In addition, it includes all of the warehouse district around I-70 and SR 39. Other factors that affect the demand for service; traffic( I-70, US40, and SR 39), housing developments, and cultural changes (people call 911 more often).
